Gov. McDonnell Announces Additional Appointments to Administration

Virginia Governor Bob McDonnell announced additional appointments to his gubernatorial administration yesterday. The appointments are listed below.

Jennifer Aulgur of Harrisonburg will serve as Director of Appointments in the Office of the Secretary of the Commonwealth. Aulgur previously served as Director of Triad and Citizen Outreach in the Office of the Attorney General.
Randall Burdette of Fredericksburg will serve as Director of the Virginia Department of Aviation. Burdette has spent his career in aviation serving as a Senior Army Aviator for 24 years and flying General Aviation aircraft for more than 35 years. He also commanded the Army Aviation CH-47 Medium Lift Helicopter unit.
Carrie Cantrell of Richmond will serve as Assistant Secretary for Policy for Commerce and Trade. Cantrell has over 16 years of public policy and communications experience including serving as press secretary for U.S. Senator George Allen and policy director for the gubernatorial campaign of Attorney General Jerry Kilgore.
Paul Galanti of Richmond will serve as Commissioner for the Department of Veterans Services. Galanti was a prisoner of war for nearly seven years in North Vietnam’s infamous Hanoi Hilton complex. He retired from the Navy in 1983 and has since served in a number of corporate leadership positions.
Keith Hare of Richmond will serve as Deputy Secretary of Health and Human Resources. Hare previously served as Director of Government Affairs for the Medical Society of Virginia.
Christie Heath of Richmond will serve as Deputy Secretary of the Commonwealth. Heath previously served in the Office of the Secretary of the Commonwealth under Governor Allen and Governor Gilmore.
Jim Hopper of Richmond will serve as Deputy Secretary for Commonwealth Preparedness. Hopper served as Senior Assistant Attorney General and Chief of the Financial Law and Government Support Section, and Acting Deputy Attorney General for the STAG Division of the Office of the Attorney General. Col. Hopper (Ret.) has an extensive career in the Amy and Army Reserves, most recently completing a tour in Iraq.
Marty Kilgore of Richmond will continue to serve as Executive Director of the Virginia Foundation for Healthy Youth, a position she was first appointed to in 2001 (at the time the Foundation was called the Virginia Tobacco Settlement Foundation.) and reappointed to in 2006 by Governor Tim Kaine.
Neal Insley of Poquoson will serve as ABC Commissioner and Chairman of the ABC Board. Insley previously served as Special Counsel at LeClair Ryan, where he was in charge of their Hospitality Law Industry Team. Insley has been involved in some of the highest profile and most complex ABC litigation and has developed an in-depth knowledge of ABC laws, regulations and procedures. He began his state service in 1993 as a Police Officer with the Virginia Marine Police.
Courtney Malveaux of Richmond will serve as Agency Head for the Virginia Department of Labor and Industry. Previously Malveaux served as an Assistant Attorney General at the Office of the Attorney General of Virginia, enforcing state and federal consumer protection laws and representing the Office of the Attorney General on the Freedom of Information Advisory Council.
Mike McAllister of Goochland County will serve as Deputy Secretary for Commonwealth Preparedness. McAllister served as Critical Infrastructure Protection Coordinator for the Office of Commonwealth Preparedness and as Assistant Division Administrator, Operations and Security Division for the Virginia Department of Transportation.
Wayne Ozmore of Chester will serve as an ABC Commissioner. Ozmore previously served as Senior Criminal Investigator in the Office of the Attorney General where he was assigned to a disability fraud task force within the Social Security Administration’s Inspector General’s Office.
Jimmy Rhee of Falls Church will serve as Assistant Secretary of Commerce and Trade. Rhee previously served as CEO of Global Technology Systems Consortium, a government consulting firm; and Cleverlearn, an Internet software technology firm that personalized the online language learning experience.
Peter Su of Vienna will serve as Director of the Department of Business Assistance. Su previously managed global business affairs at Afton Chemical.
Mary-Shea Sutherland of Richmond will serve as Chief of Staff to the First Lady. She previously worked for Richmond firm Benedetti and Farris. Prior to that Shea worked for former Governors George Allen and Jim Gilmore.
Kathy Terry of Roanoke will serve as Director of Community Relations. Terry formerly worked for 12 years in the Roanoke regional Office of the Attorney General as the Community Outreach Coordinator.
David Tyeryar of Prince William will serve as Deputy Secretary and Chief Financial Officer of Transportation. Tyeryar served as Budget Director for Prince William County for over eight years and previously served as Prince William County’s Accounting Division Chief for 10 years.
Garth Wheeler of Urbanna will serve as Director of the Department of Criminal Justice Services. Wheeler previously served as Chief of Police and Security for J. Sargeant Reynolds Community College Police Department and is a former president of the Virginia Fraternal Order of Police.

Additional Administrative and Policy Appointments:

Emily Barrett of Midlothian will serve as Special Assistant to the Secretary of the Commonwealth. Barrett previously served as Assistant to the Deputy Transition Director.
Sara Benghauser of Richmond will serve as Special Assistant for Policy to the Secretary of Natural Resources. Benghauser previously interned in Governor McDonnell’s Transition Office.
Matt Bruning of Richmond will serve as Legislative Liaison for the Governor’s Office. Bruning previously served as policy director for Speaker of the Virginia House of Delegates William J. Howell.
Andrew Clark of Richmond will serve as Program Assistant to the Director of the Governor’s Office of Substance Abuse Prevention. Clark served as a policy intern in Governor McDonnell’s transition office.
Kristi Craig of Annandale will serve as Deputy Director of the Virginia Liaison Office. Craig has previously worked for governors of Florida and Kentucky, as well as for three Members of Congress.
Brandon de Graaf of Virginia Beach will serve as Special Assistant to the Virginia Homeland Security Advisor. De Graaf served as deputy scheduler in the Office of the Attorney General and as aide to the Governor while he was Attorney General and during his 2009 gubernatorial campaign.
Georgia Esposito of Richmond will serve as Special Assistant to the Secretary of Transportation. Esposito formerly worked at the Virginia Commonwealth University School of Engineering as Director of Communications.
Vickie George of Spotsylvania County will serve as Special Assistant to the Secretary of Public Safety. George has over 25 years of service with the state, most recently with the Office of the Attorney General.
Jennifer Green of Woodbridge will serve as Special Assistant to the Secretary of Transportation. Green previously worked for the Department of Leadership and American Studies at Christopher Newport University.
Courtney Groves of Abingdon will serve as Deputy Director of Appointments for the Office of the Secretary of the Commonwealth. Previously, Groves worked as Development Coordinator for the Alzheimer’s Association and Government Affairs and Operations Specialist for the Greater Richmond Chamber.
Stephanie Hamlett of Richmond will serve as Deputy Counselor to the Governor. Hamlett previously worked in the Office of the Attorney General for almost eight years, most recently serving as Senior Counsel to the Attorney General.
Jack King of Richmond will serve as Deputy State Emergency Management Coordinator for the Virginia Department of Emergency Management. King served for 27 years with the Richmond Police Department as Commander of the SWAT Team, Commander of the Bomb Unit, Officer-in-Charge of the Police Training Academy, Commander of the First Precinct, and the Officer-in-Charge of the Homeland Security Unit.
Andrew Lamar will serve as Special Assistant for Policy Development for the Governor’s Office. Lamar previously served as political assistant to Governor McDonnell during his 2009 gubernatorial campaign.
Generra Peck will serve as Special Assistant to the Secretary of Commerce and Trade. Peck previously served as staff assistant in the Transition Office and as an intern on Governor McDonnell’s gubernatorial campaign.
Kathleen Shannon will serve as Executive Research Assistant to the Governor’s Office for Policy, a position she also held in the Transition Office. Previously Shannon served as political assistant to First Lady Maureen McDonnell during Governor McDonnell’s gubernatorial campaign.
Elaina Schramm of Alexandria with serve as Special Assistant to the Secretary of Health and Human Resources. Previously she worked for Secretary Hazel in private practice at Commonwealth Orthopedics.
Kelly Simpson of Stuart will serve as Federal Policy Analyst in the Virginia Liaison Office. Simpson previously worked for former Representative Virgil Goode (VA-5).
Kim Steinhoff of Richmond will serve as Special Assistant to the Chief of Staff. Steinhoff previously served as Executive Assistant in the Office of the Attorney General.
Matt Strader of Richmond will serve as Assistant Secretary of Transportation. Strader previously worked on Governor McDonnell’s transition and gubernatorial campaign as a research assistant.
Pam Watts of Yorktown will serve as Executive Assistant to the Governor. Watts formerly served as Executive Assistant to the Attorney General.
Emily Webb of Ashland will serve as Special Assistant to the Secretary of Education. Webb previously served as an intern in the Transition Office and as Deputy Director of Virginia21.
Jenny Wortham of Richmond will serve as Special Assistant for Legislative and Appointments Review for the Governor’s Office. Wortham previously worked for the Virginia Museum of Fine Art as Coordinator of Friends of Art and The Collectors’ Circle.
Adam Zubowsky of Goochland will serve as Special Assistant to the Governor. Zubowsky served as Fairfax Field Director for McDonnell’s gubernatorial campaign and has worked on campaigns for Virginia Congressman Frank Wolf (VA-10) and the National Fraternal Order of Police Legislative Center.
